Rugg’s naval career began after preparatory training at the United States Naval Academy Preparatory School (NAPS) in Bainbridge, MD, followed by graduation from the United States Naval Academy in 1970. Commissioned as Ensign, he earned recognition as a two-time All-American on the USNA sailing team (1969–1970). As Weapons Officer aboard the destroyer USS Higbee (DD-806), he served in the Gulf of Tonkin during the Vietnam theater; the ship was struck by a North Vietnamese MIG on April 19, 1972. For his actions, he received the Navy Commendation Medal with Combat “V”. Rugg remained on active duty until 1979 and continued in the reserves, retiring with the rank of Captain.

Professional seafaring and civilian life

After leaving active duty, Rugg settled into sailmaking and professional sailing. As Vice President—and later President and owner—of Hood Sailmakers, he combined sales, sailmaking, and race support. In 1985 he helped found the St. Petersburg Grand Prix, introducing street motorsports to St. Petersburg, Florida. In 1989 he returned to Annapolis as Sailing Master of the USNA Command & Seamanship Training Squadron (CSTS), training midshipmen in seamanship, navigation, leadership, and teamwork for more than two decades.

Known for an exceptional memory for names and an inclination to mentor, Rugg remained active with alumni networks at Choate and USNA, maintaining friendships that spanned more than six decades.
